Dean Ulpiano P. Sarmiento III, AB, LL.B., LL.M.,

Dean Ulpiano P. Sarmiento III, a, teacher, law professor, school lawyer, school administrator, church worker, and now a congressman, these earned him the prestigious Bedan of the century from San Beda College. A true blooded bedan, he studied in San Beda College for 21 years, from Prep School to High School then took AB Economics in 1977, and later pursued Law in 1982. In 2008, he earned his LL.M. degree at San Beda College Graduate School of Law.

He is presently a senior partner of the Law Firm of SARMIENTO DELSON & DAKANAY, and now Dean of Alabang School of Law where he founded in the 2004.

Atty. Ulan’s teaching career started shortly after law school when he landed a job at the Miriam College Foundation. He handled classroom instructions at Ateneo de Manila Universitry, Arellano Law Foundation, De La Salle University Graduate School, Jose Rizal University Graduate School of Education and the University of the East Graduate School of Education. He now teaches at the prestigious San Beda College of Law while being a regular member of the elite faculty at the National Educators Academy of the Philippines, Department of Education. He teaches Legal Forms, Legal Counseling, Obligations and Contracts, Public International Law, Legal Research and Legal Writing at San Beda College of Law both in Mendiola and Alabang.






Atty.Bruce Rivera
Prefect of Student Affairs


Prof. Bruce V. Rivera is a native of Argao, Cebu. He teaches Persons and Family Relations, Constitutional Law 1, Constitutional Law 2 and Administrative Law & Law on Public Officers. Presently, he is the Prefect of Students of the San Beda Alabang, School of Law.


He obtained his degree in A.B. Political Science in 2001 from Southwestern University where he graduated “Magna Cum Laude”. He earned his Bachelor of Laws degree from San Beda College in 2005 and passed the Bar Examinations in 2006.


During his law studies, he managed to actively participate in debate competitions for SBC, captained the SBC Debate Society to victory in numerous debate competitions. In 2002, he was declared Champion in Public Speaking in the 9th All Asian Varsity International Debate Competition in Mahidol University, Bangkok, Thailand.


Aside from teaching, Prof. Rivera is a litigation and trial lawyer particularly handling Family Law cases. He was the Senior Associate of Jimeno Cope and David Law Offices and presently serving as legislative aide in the Office of Congressman Ulpiano “Ulan” Sarmiento III. He is also corporate secretary of numerous corporations namely: HDI Group of Companies, Blue Skies No Limits Corp., 




Atty. Marciano G. Delson BSC, LL.B.
Law Professor

Atty. Marciano G. Delson is the Prefect of Student Affairs of the San Beda College of Law. He began his teaching career in the College of Law in 1991 after placing 5th in the 1990 Bar Examinations. He teaches Property Law, Conflict of Laws, Wills and Succession, Business Organizations I, Public International Law and Civil Law Review. He also lectures at the San Beda Bar Review Center.

He is presently a senior partner at The Firm of Samiento, Delson, Dakanay and Resurreccion.

Prof. Delson obtained his B.S. Accountancy degree, cum laude, from Saint Louis University in Baguio City and passed the CPA Board Examinations in 1986. He earned his LL.B. degree (with Special Honors) from the San Beda College of Law in 1990.

In 1997, Prof. Delson was instrumental in pioneering the Centralized Bar Operations program with the participation of the Bedan Community. He was also the founding Director of the school’s Legal Aid Bureau, which was established in 2003. In 2004, he became a member of the Board of Trustees of San Beda College Alabang, a treasured opportunity he still holds at present.




Comm. Rene V. Sarmiento, AB, LL.B.,
Law Professor

COMELEC Commissioner Rene V. Sarmiento, who does not look like he is a day older than 40, was born on December 15, 1953 in Virac, Catanduanes. He graduated magna cum laude with degree in A.B. Political Science from San Beda College in 1974, and thereafter pursued his law studies at University of the Philippines. As a student, he was actively-involved in extra-curricular tasks, served as president of various organizations, among which was the U.P. Law Student Government. He engaged in the practice of law initially as an associate attorney in Jose W. Diokno’s Law Office from 1979 to 1988.

Commissioner Sarmiento’s long line of public sector work experience includes membership in the Select Committee to Screen Judges and Justices of the Court of Appeals, being among the Commissioners in the 1986 Constitutional Commission which drafted the 1987 Constitution, a consultant to the Presidential Committee on Human Rights, Vice-Chairman of the Government of the Republic of the Philippines Panel for Talks with the CPP, NPA and NDF, and Undersecretary and subsequently, OIC-Secretary of the Office of the Presidential Adviser on the Peace Process.

Comm. Sarmiento teaches Political Review, Evidence and Trial Tech., Constitutional Law I and II and Legal Philosophy at San Beda Law. He also a part time law professor handling Political Review and Legal Philosophy at San Beda Alabang School of Law.




Atty. Nicasio Cabaneiro, CPA, LL.B.,
Law Professor

Atty. Nicasio Cabaneiro is a professor at San Beda College of Law for 33 years handling Taxation Law Review, Taxation I and II, Banking Law, Negotiable Instruments Law, Credit Transactions and Statutory Construction and Legal Accounting. Atty. Nick took his Bachelor in Commercial Science (BCS) degree, major in Accountancy, magna cum laude, at San Beda College on 1967 and passed the CPA Board Exams in the same year. He obtained his LL.B. degree, cum laude, in 1973, and earned his LL.M. degree in 2006, both at San Beda College. Atty. Nick started his teaching career at San Beda College in 1974.

He is a lecturer in Taxation in the Pre-Bar Programs of San Beda, Arellano Law School, University of Manila, Cosmopolitan Review Center and Pamantasan ng Maynila.

Atty. Nick was an auditor at Sycip, Gorres, & Velayo from 1967-1969 and a tax lawyer from 1974-1976 from the same company. He served as Corporate Counsel of Bancom Development Corporation from 1976-1977; Executive Assistant and Head of the Accounting Department of Filipinas Life Assurance Company from 1977-1979; General Counsel at Union Carbide Philippines Incorporated from 1979-1982; Vice President of Bank of the Philippine Island, a position he assumed when he retired on January 2007.

Presently, he is a tax and legal consultant of National Reinsurance Corporation of the Philippines, Asiatrust Development Bank and Automobile Association of the Philippines.




Judge Gina M. Bibat-Palamos, BSC, LL.B.
Law Professor

Judge Gina M. Bibat-Palamos, is a judge, a professor, a wife and a mother. Currently, she is the Presiding Judge of Regional Trial Court, Branch 64 of Makati City. She teaches Persons and Family Relations, Criminal Procedure, Sales and Lease, Election Law, Insurance and Special Proceedings in both San Beda College Manila and Alabang.

She earned her degree in Bachelor of Science in Commerce Major in Business Administration at the University of Sto Tomas in 1986 and finished Law at the San Beda College in 1990 and passed the Bar Examinations in the same year.

Judge Palamos first worked as a legal researcher at the Santiago and Santiago Law Offices. From 1991 to 1993 she worked as a young lawyer at the POEA. She later worked as Clerk of Court V in the RTC of Pasig City, Branch 168 from 1993 to 1995 and RTC of Quezon City Branch 105 from 1995 to 1999. After which, she worked as State Prosecutor in the DOJ from 1999-2004. She became the Presiding Judge of the MTC, Branch 47 of Pasay City and Executive Judge from 2004-2008. In addition to her regular functions as the Presiding Judge of MTC of Pasay City, Branch 78, the Supreme Court gave her additional courts, to wit: Acting Presiding Judge, MTC, Branch 78, Parañaque City (2005-2006), Acting Presiding Judge MTC, Branch 46, Pasay City (2006-2008), and Acting Presiding Judge, MTC, Branch 46, Pasay City Assistance Judge, MTC Branch 77, Parañaque City from 2007-2008.

At present, she is part of the Philippines Women Judges Association and International Women Judges Association.




Atty. Virgilio B. Jara, LL.B.
Dean, College of Law
San Beda College (Mendiola)

Dean Jara was appointed Dean in 1999. After passing the Bar in 1963, Dean Ledesma gave him a teaching assignment in the College of Law. He went on leave in 1970 and rejoined the faculty of law in 1972. At present, he handles Remedial Law Review, Civil Procedure, Evidence and Trial Technique, Special Civil Actions and Proceedings, Sales and Lease, and Business Organizations I. A lecturer in Remedial Law in the Pre-Bar Programs of San Beda, Arellano University, San Sebastian College and University of San Jose-Recoletos, Dean Jara took his pre-law course at Manuel Quezon University and his LL.B. degree, cum laude, at San Beda in 1962. He ranked 5th in the 1962 Philippine bar exams.

Dean Jara was a trial attorney at Aviado & Aranda Law Office from 1963 to 1970 and the managing partner of Aranda & Jara Law Office from 1971 up to 1984. He served as General Counsel and Corporate Secretary as well as Director of Banco De Oro from 1981 up to 1988. He runs Jara & Eduardo Law Office, Unit 607, Prince Jun Condominum, 42 Timog Avenue, Quezon City, as managing partner.




Judge Wilhelmina Jorge-Wagan AB, LL.B.
Law Professor

Judge Wagan assumed as magistrate of the Regional Trial Court, Pasay City in January 2006 after her five years stint as City Judge of the Municipal Trial Court in Cities (MTCC), Calamba City. She first joined the Judiciary in 1994 as Court Attorney IV in the Office of the Court of Appeals Associate Justice Romeo J. Callejo, Sr., her mentor for six years. She was also into litigation after taking the Bar exams in 1993. Equipped with discipline and integrity, this young lady judge has indeed proven her dedication to duty and service.

She obtained her Bachelor of Laws in 1993 from San Beda College after she completed her Bachelor of Arts in Political Science in 1989 at Divine Word University, Tacloban City.

Judge Wagan teaches Criminal Law I, Criminal Procedure, Constitutional Law II, Legal Ethics and Legal Counselling in San Beda College of Law, Mendiola and also a professor of Civil Procedure and Evidence in San Beda College of Law Alabang.



Law Professor

Atty. Numeriano F. Rodriguez, Jr. obtained his Bachelor of Science degree in 1977 and Bachelor of Laws degree from the University of the Philippines in 1982 while working as a legislative researcher for the Batasang Pambansa from 1979 to 1982. He started his teaching career in San Beda Law in 2006.

After his admission to the bar in 1983, Atty. “Jun” Rodriguez worked as an associate to the Castillo, Laman, Tan & Pantaleon Law Offices, and was promoted as senior associate in the said law firm in 1998.

Thereafter, he became the managing partner of Cabag, Jamora, Rodriguez & Somera Law Offices and served as the Philippine Counsel and Executive Director of the Philippine Federation Against Copyright Theft, Inc. representing the Motion Picture Export Association of America, Inc. from 1989 to 1991, and as general counsel of Combat Piracy and Copyright Theft (COMPACT) in 1992.

Atty. Rodriguez is a writer, speaker and a vigorous advocate for the protection of intellectual property rights. He was the counsel for Columbia Pictures in the landmark case of Columbia Pictures vs. Court of Appeals decided in 1996. He has been an intellectual property law consultant for the USAID and is an active member and founder of the Intellectual Property Coalition where he is presently serving as the general counsel.
